Archive Tab: Allow More Actions

The idea is to allow additional functionality within the Archive folder, or provide an option to move archived mail back to the inbox so additional actions can be taken. For example, a user may realize that the document is missing a page but the option to reject the mail is not available OR the user may need to submit a Physical Delivery request but can't complete the action. Currently, when mail is archived the only functionality it to 'export'. Users sometimes realize that additional actions need to be taken on an archived piece of mail.
